I am unable to receive items from the site even though the button says "transferring"
You can send items to the game only after your data has been synced. You must also have played Raid mode up to and including the first evaluation at the jukebox.

Items can be received when Raid mode starts, and when you are returned to the Vestibule after each mission.

Reload the Transfer Items page after receiving the items to change the button back to "Send".

Up to 999 previously transferred items can be viewed in the transfer log.
